Zombie Gyarados Fix

A datapack to be used on later versions of 1.16.5 Pixelmon. The datapack fixes Zombie Gyarados's evolution by giving it an identical Roasted palette that looks identical, and any pre-existing Gyarados with the real palette will not be affected.
