Zombie Gyarados Fix

Tired of your rare, Roasted Magikarp evolving into a completely normal Gyarados? Afraid this bug may not be fixed on 1.16.5 versions of Pixelmon before the 1.20.2+ versions move out of the Alpha stage? Well, worry no more, as this datapack fixes that very issue!... sort of!

The datapack simply adds in a new palette for Gyarados named "Roasted", which allows Roasted Magikarp to correctly evolve into a Gyarados with a special palette. The original "Zombie" palette for Gyarados still exists, so any player who may have received a regular Zombie Gyarados before installing the pack can keep it!

NOTE: If the bug does get fixed in a future release of 1.16.5 Pixelmon, removing the datapack will cause any Gyarados with the "Roasted" palette to revert to a normal one. The Gyarados will also revert if you attempt to load your Pokemon data in a 1.20+ environment.
