Automated Quarries

- split some functionality into LapisCore
- Moved workbench and lockbox to LapisCore
- Changed command structing to use LapisCore instead
- Fixed Dampener running for only 1 player in range
- Fixed Dampener sending all enter/leave message to closest player instead of one who just entered/left
- Fixed Dampener not finding owner
- Changed Dampener to use /trigger instead of /function so non-ops can accept/reject requests
- Shortened request time-out to 1200 ticks
- Fixed granting request not being able to add requestee to list
- Fixed block-placing summoning multiple blocks when more than 1 player is online
- Fixed quarries not mining y level 1
- Fixed quarreis breaking bedrock
- Dampeners can no longer be placed in a 100x100 square radius around another dampener. This is to avoid the area overlap bugs
