Will allow players carrying a stone axe to remove all wood blocks just by chopping the bottom-most block of the tree.

I removed dependencies on PEX and Vault. It should still work with whatever permissions plugin you have.
There is a small change that will help debug future NPE's, etc. Please report any errors you get!
- Sometimes leaves 1 bottom block on giant jungle trees.
