StreetLights Reloaded

• Updated to Minecraft 1.9.2
• Streetlights added at night now get turned on immediately
• Added command: /sl invert (Inverted Streetlights turn on when normal ones turn off and off when normal ones turn on)
• Build against Spigot #75 for 1.9.2 (Compatible to CraftBukkit and Spigot)
  
  SHOULD WORK WITHOUT PROBLEMS ON BUKKIT 1.8.9

• May not power up streetlights sometimes, don't use /time commands if that happens!
• Natural rain sometime doesn't trigger the lights.
• You cannot use REDSTONE_TORCH_OFF.
