6.1.4 fixes contraband items not being detected due to lore or durability

Steps for upgrading:
Swap out your old simple police jar with this one.

Change Log:
+ fixed not being able to detect contraband items that have a different lore or durability
+ option to prevent player from being arrested if they don't have contraband
+ isJailed method to api
+ renamed GenericSimplePoliceEvent to SimplePoliceEvent
