- Added some checks for ways to bypass the no breaking of saplings option. Now stops water and breaking the block underneath from dropping the sapling.
- Was previously using the new event methods (so worked on R5 and above with no changes) but I compiled against 1.2.3-R0.3 just to ensure no issues.

- Added some permissions for disallowing breaking of saplings and an override permission as well.
- Added a default config setting for breaking of saplings and a customizable string for it.
