• Added an sr.admin permission node and a /sr reload command. You can now reload the config from disk!

• Renamed the file so it's friendlier to update. No more version in the file name! There is a /sr version command if you need to know the version.

• Added an option for a radius check, to avoid saplings being planted right next to each other.

• Added some checks for ways to bypass the no breaking of saplings option. Now stops water and breaking the block underneath from dropping the sapling.

• Was previously using the new event methods (so worked on R5 and above with no changes) but I compiled against 1.2.3-R0.3 just to ensure no issues.
