Replaced command (/art) argument "threshold" with "RAM" to better described what it effects.
Added command (/art) argument "TPS" which implements throttling based on available TPS.
Added command (/lgrapple) argument "reload" to allow reloading of the config.yml without reloading the server.
Changed "Auto-Update = false" to "NotifyOpsWhenPluginUpdates = true". On Op login, sends a message notifying a new update is available and provides a url link to download it.
