ChatGuard 7 was written from scratch and now is open source

- Comands /cg mute/unmute are back
- /cg unban command which removes word from swearlist
- Bad words/spam highlighting in inform messages
- New messages and setting
- Improved max nums counter
- Permission to ignore /cg cc ALL
- More debug information
Fixed bugs:
- Swear and spam filter doesnt remove the whole word if found smth bad
- Swear filter couldn't check non-english words written in caps
- Whitelistintg doesnt work correctly
- Signs is checking for flood
- Metrics sends wrong information about Charater filter
- Only the last filter clears message
- Some command listening bug
