- Fixed some timer issues, interest payout timer should now properly persist through server restarts

- Added support for not using permissions (ops get all admin commands and users get all user commands by default)
- Added the /wealth command which shows some economic stats

- Vault support was finally added. There is mostly likely some bugs with this so please get back to me and ill fix them.
- Changed the Java dependency from 1.8 to Java 1.7
