Universal Item Permissions

Mini-update adding a setting that allows you to change whether unallowed items are deleted or simply dropped from the inventory. Beware! This update was small, and does not include any feature to prevent someone from accumulating many forbidden items and causing lag by picking up and being forced to drop hundreds of these items, etc. Also fixed an issue with the hotbar scanner no longer giving a countdown and immediately scanning the permissions manager itself.
