Custom /Velocity Commands

Adds 7 velocity related commands, such as /setvelocity, /setscoreto_velocity, and /forwardvelocity(pushes entities in the direction they are looking). Probably great for mapmaking

added 4 new commands, multiplyvelocity, writevelocity, setscoreto_velocity, and setscoreto_horizontalvelocity, as well as a custom /help command (/velocitycommands:help).
