Fixes MCPE-17651 Mojira - Issue
This bug is caused by not having the "monster" tag in Ice Plains, Frozen Ocean, Frozen River, and Mangrove Swamp
This means that in those biomes, only mobs specifically set to spawn there will spawn. The result is that only strays can spawn on the surface, and no mobs spawn underground at all.
The fix just adds the "monster" tag to these biomes so that other monsters spawn normally.
