Added a GUI to control all world settings. /worldborder commands still work, but the GUI may be preferred for mobile users.

Type /worldborder:menu to open the GUI.

All settings are per-dimension now. You can still make changes that affect all dimensions at once, but you can also set them at a dimension level.

Added the ability to set a custom center point. So rather than the middle of your world being 0,0 you can set it to whatever you want, and the world border will use that as its center point.

Added a visual indicator of the world border. As you approach the world border, particles will appear where the border is to show you the actual position of the border. You can change the style of the particle in the GUI, or disable it completely.
