You can now recruit, send groups, create factions, and use basic diplomacy in NeoForge 1.21.1; what's left is to polish sync/GUI, finish off sieges/claims, and not touch the map.
In the vanilla game, only Farmers plant crops. Now, all employed villagers have active duties:
