Changes:
- Added PvP protection flag support (allow/deny) for regions.
- Improved damage handling in PvP-deny regions to reduce client/server desync warnings during fights.
- Fixed command/argument handling issues in /rg (prevents errors with missing arguments).
- Improved error messages for region creation (/rg claim, /rg define) so failures show a clear reason.
- General stability improvements and small internal fixes.

Notes:
- PvP rules are controlled per-region via /rg flag <region> pvp allow|deny.
- If you update from an older version, restart the server after replacing the jar.
