Custom Marker Icons

Custom waypoint marker icons can now be loaded at runtime without recompilation. Icons are streamed to clients dynamically - no need to include them in the plugin JAR.

How to use:

1. Place PNG files in mods/x3Dev_Waypoints/icons/
2. Icons are automatically loaded on server startup
3. Use /waypoint reloadicons to reload icons without restarting (requires x3dev.waypoints.admin)

Custom icons will appear in the icon dropdown alongside built-in icons when creating/editing waypoints.
