Portable Monstrosities

Fixes
- Fixed pkmn not having current hp set on release
- Fixed great/ultra balls reverting to pokeball due to missing states
- Fixed missing ball icon variants

Changes
- New damage interaction which uses pkmn stats 
- Changed all moves to new pkmn damage interaction
- Players now get pkmn stats when joining
- Players can now benefit from stat bonuses (weapons/armour)
- Added Atk bonus to rocket baton for testing
- Non-pkmn NPCs now get assigned stats if hit by a pkmn attack
- Added TMs for tackle, scratch
- Removed physical damage reduction from pkmn type effects, added it to new Pkmn effect instead
- Owner ID now set every time a pkmn is released
