Fixed the issue with Teleporting to Ores with /cog listore

VeinReplace placement logic is now fixed and will correctly inject ores while replacing BASE GAME Ores. (note 100% chance will still not fully eliminate a oretype as there are safety protocols for injections that will stop injection before causing server tick_Steps

Updated vein math + retry logic so configured vein sizes actually generate as expected while keeping in mind the aforementioned safety protocols
