Keep Workbench Tier

Upgraded crafting benches keep their tier when you break them. The tier is in the item description. One command turns it on or off.
Description
KeepWorkbenchTier drops upgraded workbenches as its tier when broken. The item description says the tier, and placing it gives the bench back at that tier.
Works the same in a singleplayer world and on a dedicated server.
Covers all seven benches with tiers. No upgrade materials are refunded on a tiered drop, so nothing can be duped. Creative breaks and tier 1 benches stay vanilla.
