Overall this is Part 1 of the update that is focused on making HyAC a bit more strict/aggressive at preventing the detected cheats by faster kicks and harder setbacks. Also lays the groundwork for some smaller other checks for cheats currently on the rise, these will come in the next update after i collect some more data.

[+] PacketLimiter - this cancels some select packets after reaching a certain amount per second (pps). The user can configure which packets and the threshold. This feature is recommended to be used alongside Hytales own PacketLimiter (RateLimit). As our PacketLimiter only cancels a select amount of packets while Hytales RateLimit kicks at larger volumes and for all packets. This feature was introduced after we noticed that some packets can be used to cause server lag.

[#] Adjusted SpeedA: Had to remove the support for the movement settings "airdragmin/max" because it broke the check and made it easy to bypass at high speed.
[#] The setback cooldown is now dynamic instead of a fixed number. It starts out at the value set in the config but gets smaller the more violations a player collects inside of the 3min time window. This will lessen the amount of cheating that can happen between setbacks while still being a better experience for legit players that suffer from false flags.
[#] RotationValidation is not Experimental anymore
[#] InteractionReach was made experimental again due to a high amount of falses and me being unable to find proper fixes for them
[#] Some flags now instantly kick a player via the security kicks punishment. These shouln't false.
[#] Improved debugging capabilities for development
