1) Adds a new command AuraSettings

  a) if you run this with no parameters it shows you the current settings

  b) -spawnBlocks toggles this off and on, defaults to on. Which controls all AuraMagic Block Generation
  c) -removeBlocks toggles this off and on, defaults to off. This is meant only for removing aura blocks if you are removing the mod (My video explains this)
