Reinforced Structure Tier

- Fixed issue with some structures not getting the correct health amount after adding the multiplier ini
- set the mod to add the StructureHealthMultiplier=1.0 into the ini by default so all health is where it should be
- started work on the light overhaul.  Still more to go.
- adjusted a visual glitch on the behemoth wall.
