X-Perl Forever 1.0.20

• Add the missing XPCC overview to the top of the in-game What's New page, with enable instructions, timer styles, nameplate icon-size rules and relevant limitations.
• Update the What's New heading and unread revision, and resize its scroll content to fit the added section.
• Preserve all XPCC enable preferences and saved appearance settings.

Verification: Lua 5.1 syntax, XML and TOC checks pass across 105 Lua files, 23 XML files and 18 TOCs. Existing Settings and XPCC opt-in regression checks pass. ZIP/source equality is verified when packaging. This is a notes/layout update; live visual layout remains to be checked.

In-game testing: /reload, open /xperl, and confirm What's New opens once with the XPCC overview at the top. Scroll to the skin controls and recent improvements, then close/reopen options to confirm the announcement does not repeat. Existing XPCC choices should remain unchanged.

Prepared for local test deployment; not uploaded. SavedVariables are not edited during deployment.
