WoWVoxPacks (Neural2_C): BigWigs Countdown

A TTS countdown voicepack for BigWigs using Google TTS voice: Neural2_C (female, en_US)

Provides a new countdown option ("WoWVoxPacks: Neural2_C") that can be selected in BigWigs settings.
