• fix(communities): avoid secret table access
  Skip community member refreshes while chat messaging lockdown is active,
  so community data no longer throws secret-value errors in restricted
  contexts such as dungeons, raids, and active encounters.
  When restrictions lift, normal club events repopulate the cache again,
  preserving stability in lockdown without changing behavior elsewhere.
