-Implements target scanning via Blizzard's nameplates APIs
-Implements UI window
-Implements scanned player/targeting counter
-Implements same/opposite faction colouring in UI
-Implements recently targeted colouring for same/opposite faction in UI
-Implements storage of remembered players' names and timestamps
-Implements tooltips to display last seen/last targeted times for remembered players
-Implements toggle functionality between all players scanned and only players targeting "me" currently
