    Journal: FenUI footer buttons, tabs directly under the title bar

    - Clear Tab / Clear All use FenUI buttons when FenUI is present (Clear
      All uses the destructive "danger" style); the Blizzard template stays
      as the no-FenUI fallback
    - Tabs anchor to the SafeZone top: it already clears the title bar, so
      the extra HEADER_HEIGHT offset left an empty band
