    fix: Handle boolean debug config from legacy saved data

    The debug config was stored as a boolean (true/false) from the old
    /weekly debug toggle, but the code expected a table with ignoreTimeGates
    field. This caused crashes when accessing debug.ignoreTimeGates on
    boolean values.

    - Add type checks before accessing debug table fields in ConfigUI, UI, Core
    - Update /weekly debug command to use debug.enabled field instead
    - Add enabled field to default debug config table
