Fixed hunter waepon base speed detection to properly detect the weapon base speed without defaulting on the first login of any given client session.

Reintroduced extra attack detection and handling for the player with the scope limited to only clients which are running non-Classic versions of the game. In Classic, extra attacks granted by e.g. Windfury, Sword Specialization, Hand of Justice reset the swing timer, whereas in TBC (and potentially onwards) they do not.
