Use isOnGCD (NeverSecret) to fix GCD false-hide in restricted combat

In WoW 12.x restricted state, isOnGCD on SpellCooldownInfo is tagged NeverSecret and reliably indicates the spell is only blocked by GCD (not its own cooldown). Check it first so spells ready after GCD are shown immediately instead of hiding for the fake 3600s duration.
