Highlights

Use cached clean timing and isActive for restricted combat CD detection

When cooldowns are restricted (ShouldCooldownsBeSecret), use the last clean startTime/duration cached from the unrestricted path. This gives accurate show/hide and timing for spells that were on CD before restriction began. Only fall back to a fake 3600s duration when isActive is true but the cache has expired (spell used during the restricted window, no real timing available).
