Fix nil ScanUnitEvents call when entering Edit Mode before WeakAuras fully loads

cacheEmpoweredFrame fires PLAYER_TARGET_CHANGED during EditMode entry (e.g. via LibEditModeOverride) before GenericTrigger.lua has defined Private.ScanUnitEvents. Guard the call to avoid the nil error.
