Performed a full Siren Isle rare and loot audit.

- Added shared Siren Isle Veteran equipment as a zone-wide reward instead of assigning random catch-up gear to individual rares. 

- Added Crackleroar to Tempest Talon's collectible drops.

- Added Crate of Bygone Riches rewards and their collectible cosmetic appearances to the Siren Isle excavation bosses.

 - Updated repeatable Siren Isle rares so their status no longer incorrectly implies a daily loot lockout.

 - Kept repeatable collectible farms such as Glittering Vault Shard, Cyclonic Runekey and Whirling Runekey associated with their proper rares.

- Removed Torrential Fragment from individual rare loot because it is a general Storm phase drop.

- Removed unrelated or non-collectible entries such as Bloodwake Missive. 

- Corrected Ikir's phase information and refined Siren Isle phase descriptions.

- Added missing descriptions for Cyclonic Runekey and Whirling Runekey.

- Standardized Siren Isle zone-wide equipment as blue "Random Veteran gear" with the "Warbound gear" description.

- Standardized other War Within zone-wide gear pools to use the same global Rare Pins format. - No changes to existing rare coordinates or unrelated War Within zones.
