• Resolve trait talents to learned cast spell IDs (#49)
  Talent nodes that "learn" a separate cast spell (SimC trait_data
  field 9 = LearnSpellID) were being tracked by the TraitDefinition
  trigger ID instead of the castable ID. Since the player's spellbook
  contains the learn spell, IsSpellKnown on the trigger returns false
  and talent-gated icons stayed dimmed for the entire affected set.
  Healing Stream Totem was the reported case (trigger 392916, learn
  5394) but the same class of bug affected ~15 abilities across most
  specs: Thistle Tea, Fortifying Brew, Blight of Weakness, Malevolence,
  and more.
  Also adjusts the non-APL passive-description heuristic to skip
  abilities whose own spell row has a cooldown or charges, which
  recovers active abilities whose description reads like a buff
  effect (Ancestral Swiftness, Ice Nova, Enraged Regeneration, etc.).
