Improve action bar mouseover functionality

- Remove MainMenuBar (Bar 1) from mouseover options
- Simplify bar names to "Bar 2" through "Bar 8"
- Fix mouseover detection to work on action buttons
- Add hover state tracking with 0.1s delay before hiding
- Hook OnEnter/OnLeave scripts to all 12 buttons per bar
