Useful plates and Tooltips

Two separate installation packages are included:

- **Forever 0.9.46**: `UsefulPlatesAndTooltips-0.9.46.zip`, for Interface 16001.
- **Retail 0.9.51-retail**: `UsefulPlatesAndTooltips-0.9.51-retail.zip`, for Interface 120100. Includes DoTInfo, ResourceDing, ShieldsInfo and SpellDamageInfo.

Choose the ZIP matching your client; these are not interchangeable.

Changes since 0.9.45:
- StatsInfo excludes class-inusable equipment from upgrade suggestions.
- Fresh installations show the full StatsInfo tooltip by default; saved preferences are preserved.
- Retail support and Platynator overlay scaling.
- Healthstone percentage healing is displayed as HP on action buttons and /use macros (English/German descriptions). The amount updates with maximum health; unavailable or secret maximum health falls back to a percentage label.

Both ZIPs passed archive/source verification, and Retail package integration and Healthstone regression tests passed. Full gameplay validation for every class and feature remains incomplete. One pre-existing ResourceDing reset test failure remains reproducible on the baseline.
