Add to the item tooltip the max item level a weapon/armor can be upgraded and/or what weapon/armor rankings (Hero, Myth, etc.) are above the items current rank.

Fixed Max Item Level values for all gear levels. Added LUA Check file. Added package meta file. Added markup file generated for Tooltip Data for reference for future update. Version bump for fix.
