Best as I can figure, this seems to work well enough. Did some moderate refactoring. We now store all the project information in one table instead of two. Fixed a few bugs related to the keystone feature. We now have two messages related to solving. One for keystones and one for not needing any keystones.

Now supports alerts when you have enough keystones in your inventory to solve the artifact. This alert fires only once and if it fires, will prevent the original alert from firing.
Also, stupid o'clock in the morning coding, so I may have (read probably) broke something. Also, the code is ugly.

Updated TOC to current version. Fixed two bugs: One was due to loot message format change so the "You can solve the artifact now" message never displayed. Secondly, fixed a bug where the message would only display once even if you solved enough artifacts to get below the solve threshold again.
