Updated to latest interface version.

Updated to latest version of Ace3 libraries.

Added new button for Little Buddy Biscuits (crafted item added in TWW that works like a bandage). Note that bandages, if enabled, will take priority over these.

Added basic tooltips to the spell/item buttons.

Added Master Tamer Flummox to the list of Legion NPCs. Let me know if any other repeatable fights are missing.

Changed from scanning tooltip to use C_TooltipInfo.GetHyperlink when looking up NPC names.
