Consolidated Retail Reforged update for WoW Retail interface 120007.

Changed:
- Updated addon identity and metadata to Tongues Reforged.
- Set addon version to v1.0.2.
- Renamed addon folder, TOC, and primary Lua files to TonguesReforged.
- Renamed saved variables to TonguesReforged_Global and TonguesReforged_Character.
- Removed legacy saved-variable migration/fallback logic.
- Updated the addon display name, minimenu label, main panel title, and internal version display.
- Changed slash commands to /tonguesreforged and /trf.
- Changed addon communication prefix from Tongues2 to TonguesReforged.
- Removed unused/dead packaged files and inactive old folders.

Retail compatibility:
- Updated broken library loading paths.
- Updated deprecated mount lookup handling to Retail-safe mount APIs.
- Updated spell lookup handling with Retail-safe C_Spell/C_SpellBook fallbacks.
- Hardened druid shapeshift, pet speech, mount speech, addon communication, and malformed-message handling.
- Fixed a shaman startup issue caused by an undefined T_Wolf language reference.
- Hardened automatic class/race language grants so missing language data is safely ignored.
- Switched race/class learning checks to stable English identifiers.
- Fixed Highmountain Tauren spelling in race-language handling.

Chat and communication:
- Reworked outgoing chat handling for Retail's current pre-send chat flow.
- Removed old global ChatFrame_MessageEventHandler replacement.
- Reworked incoming chat handling to use safer chat filters rather than post-display replacement.
- Fixed Hear filtering so selected filters can modify displayed incoming text.
- Fixed manual [Language] messages so they no longer disappear while waiting for addon translation responses.
- Added translation request IDs/cache handling to reduce wrong rapid-message translations.
- Reduced duplicate translation and learning requests across multiple chat windows.
- Stopped registering unsupported incoming chat events.
- Updated ChatThrottleLib send path to prefer C_ChatInfo.SendChatMessage when available.
- Removed direct chat-frame printing from pet and mount Hear handling.

Interface:
- Renamed active UI frame names to Reforged-specific names.
- Fixed Hear tab filter dropdown visibility, parenting, anchoring, sizing, and selection display.
- Restored normal dropdown rendering for Language, Dialect, Affect, and Filter controls.
- Fixed Speak tab dropdown parenting, anchoring, sizing, and naming.
- Repositioned Speak tab controls to prevent overlap.
- Moved the Affect slider below the Affect dropdown.
- Moved Speak tab checkboxes below the slider.
- Added ClearAllPoints before restoring saved UI frame positions.
- Fixed the language-learning cooldown timer to use TonguesReforgedTimerFrame.

Commands and text:
- Made /trf add and /trf remove safely reject unknown languages.
- Added missing broker menu values for language and dialect selections.
- Cleaned up /trf help typos and old wording.

Localization:
- Removed German, Spanish, French, and all other non-English addon localization data.
- Removed client-locale switching from locales.lua.
- Reduced embedded race, faction, and creature-type lookup data to English-only tables.
- The addon now uses fixed English labels on every supported client.
