TomoCastbar

Replaces the default Blizzard castbar with clean, customizable bars for Player, Target, and Focus units. Supports regular casts, channels, Empowered casts (Evoker stage markers with gradient overlays), and channel tick markers.

Two fixes applied

.toc Title — The Tomo prefix was using the gold color cffd1b559 instead of the purple cffCC44FF used in the suite. Fixed to align with other addons.

frFR.lua — L["SHOW_LATENCY"] was located under the CONFIG — DROPDOWNS comment block instead of CONFIG — CHECKBOXES. Moved to the correct location (right after SHOW_TIMER).
