Toggle name while combat

previous version works when always see nameplate option off and it make enemy nameplate pop up slowly

I can't figure out how to set the platers toggle nameplate function so I decided do it my self

now this addon toggle name while combat also toggle plate while combat

will work like below

             |    name    |     plate    |
in combat    |      0     |       1      |
out of combat|      1     |       0      |

turn on your "always see nameplate" option so you can always see enemy's name plate in dungeon
