TinyTooltip Forever

- Tooltips now disappear as soon as you mouse off a unit, object or unit frame. To keep Blizzard's ~2 second fade, turn on General → Fade Out Tooltips.
- This should also fix tooltips that stayed up until you hovered something else.
- Fixed item and spell IDs never showing on items and action buttons (Forever's "Press F6 to submit an issue" line was mistaken for the ID line).
- Party members' zone and "Offline" should no longer show twice.
- Smaller fixes: no "Target:" line on item/spell tooltips while mousing over a unit; the Cursor position keeps following the mouse past 5 minutes; the "same connected realm" filter works on Forever.
