Bug Fixes

• Hover/Fade Crash on 12.1.0 - Blizzard removed the deprecated global MouseIsOver() helper in WoW 12.1.0, causing attempt to call a nil value errors whenever the mouse left the bar or lock button. Replaced with the frame:IsMouseOver() widget method, which works on both 12.0 live and 12.1 PTR clients
• Settings Panel Showing Unset Values on First Open - The main settings panel only synced its controls in OnShow, which may never fire for a Settings canvas panel that is created already shown - so the first open could show a blank theme dropdown, sliders at minimum and unchecked boxes. The panel now also syncs via the Settings framework's OnRefresh callback, the same fix the "Ignored Buttons" subpanel received in 1.7 (reported by user)
