Also note the filtered list - just type a part of the texture you're looking for, and the list is automatically pared down for you.

TexBrowser is a texture browser for developers and UI modders. It's LoadOnDemand, so you'll need an addon like AddonLoader to load it properly. If you don't want to use one of those, you'll need to do something like:
