Added a preference panel to adjust settings.

Raid Target Icon selection

Control sizes: Some game resolutions may display the control icons differently on the main window, so now you can adjust the sizes of the icons and font.

Control in the upper-left corner of the main windows toggles the preference window on/off, like command; "/ts config".

NOTE:

If you have targeting of player problems, these are Blizzard restrictions, not a bug.

It may be restricted by location or combat.
