Extends Edit mode to also allow repositioning of the Target castbar.

Extends Edit Mode to also allow repositioning of the Target castbar (only allows repositinoing of the PLayer Castbar by default). This is only for the default Blizzard UI, it won't work with ElvUI or similar that already allow you to move the target castbar.

Enter Edit mode (Main menu -> Edit Mode)  and you'll find a new rectangle to reposition the target castbar:
