  Blizzard's default duration text reads "3 s" (localized suffix). A
  NumericRuleFormatter (DF's field-tested NUMBER recipe) restores the
  compact look — ceil'd bare seconds to 91s, then Xm (quotient rounds
  up), then Xh — routed through a DurationTextBinding on 68914+ builds
  and the flat formatter option on older ones. Evaluated C-side against
  the secret remaining time, combat-safe.
  Legacy/test formatTime now mirrors the same breakpoints so /tankw test
  previews the exact live text.
